eLSACC was created in September 2005, with the support of five members of the Council of Ministers of Education, Canada (CMEC), namely: Alberta Education, British Columbia Ministry of Education, Ministère de l’Éducation du Loisir et du Sport du Québec, New Brunswick Department of Education and Ontario Ministry of Education. eLSACC’s mission is to recommend strategies for standards and best practices in optimizing return on the public’s investment in the development of digitized e‑learning resources and services, and to support Canada’s participation in developing international information technology standards for learning, education, and training through the ISO/IEC JTC1/SC36 committee.
In order to improve the return on the development of digital resources and services, eLSACC favours an approach based on standards, fostering the creation of an “educational heritage” of digital content and applications that can be shared and passed on within the education and training community. This approach establishes the conditions for developing digital “learning assets,” namely, sustainable and reusable learning resources that are supported by an interoperable environment and that can beaccessed online by the education community.The policies and guidelines that support this approach should bring about gains for the education community, thereby offering higher quality products. In the context of this approach, the orientations of eLSACC are developed along two realms of action: 1.- eLSACC favours the use of internationally recognized standards and supports Canadian involvement in the work of the ISO/IEC JTC1/SC36 in the development of international ITLET standards, while ensuring that Canadian user needs and requirements are met. 2.- It promotes the creation of an educational heritage with a view to enabling institutions and the other stakeholders to head in the direction of transforming digital resources into assets that can be adapted, reused and shared, thereby contributing to the enrichment of learning activities.
